I think this page says a lot about Julian as a character, especially since he was just introduced and we don't really know much about him. He's not being dismissive or interrupting, he's looking neutral while this person says their piece. He's doing this partly because he's not an asshole, but also because it's more diplomatic than cutting someone off.
