As I think I've mentioned, most of my chapter breaks happen when everyone leaves to go somewhere else, but that can't happen when everyone's in the same place both this chapter and the next, so I have to find other ways to end things. Did I mention that I was basically finished introducing new characters at this point? It's not great to keep adding new characters too far into a story; they wind up just being things of convenience, whereas you could bring up someone everyone's already familiar with to achieve dramatic effect. And of course that's what's going on here.
